我國的《屋面工程技術規范》對屋面防水分為永久性工程和非永久性工程，永久性工程中又根據工程性質，對國家、人們生活重要程度和使用功能要求分為Ⅰ～Ⅲ級，IV只適用于非永久性工程。同時對其不同設防所用的材料也有不同的要求。建筑物表面裝飾工程也需要分等級的進行防水設防，因為每個建筑的構成結構不一樣，建筑物的材料屬性不一樣，所以對防水的要求有著不同的要求。
根據防水等級、設防要求和工程實際情況確定防水設計方案和選擇防水材料建筑物防水工程的防水設計方案和防水材料的選用,應根據建筑物的防水部位、類型性質、重要程度、使用功能、結構特點、耐久年限、氣候條件和工程具體情況等綜合因素來確定。
